Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability provided through up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching cruise missiles flew past – sophisticated military planes delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Soon after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on Western support – a reliance that regional partners are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does little to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until conditions improve in its benefit.
Existing Situation
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
